Volusia County Sheriff Mike Chitwood is a veteran law enforcement leader with more than three decades of experience, known locally for his hands-on style, community presence, and outspoken commitment to public safety and police accountability. A second-generation law enforcement officer, he has led the Volusia Sheriff’s Office since 2017 and has been repeatedly returned to office by county voters.

ABOUT VOLUSIA COUNTY SHERIFF MIKE CHITWOOD
Mike’s Current Role:
Sheriff Chitwood was elected Volusia County Sheriff in 2016 and sworn into office in early 2017, following re-election campaigns in 2020 and 2024. He leads a countywide agency responsible for law enforcement services, patrol, investigations, and community outreach across Volusia County’s cities and unincorporated areas.
Mike’s Law Enforcement Career:
Sheriff Chitwood began his law enforcement career with the Philadelphia Police Department in 1988, serving in patrol, tactical, narcotics, and detective assignments and rising to the rank of lieutenant. Before being elected sheriff, he served as Police Chief in Shawnee, Oklahoma, and then as Chief of Police for the City of Daytona Beach for ten years, from 2006 to 2016.
Mike’s Education and Training:
He holds a bachelor’s degree in Organizational Management from Eastern University in Pennsylvania. His professional training includes graduation from the Philadelphia Police Academy, the FBI National Academy in Quantico, and Northwestern University’s School of Police Staff and Command.
Mike’s Leadership Focus:
Sheriff Chitwood is known for emphasizing transparency, community engagement, and modern policing practices, including crisis-intervention training and efforts to reduce unnecessary use of force. He frequently partners with local organizations, civic groups, and residents to address crime prevention, quality-of-life issues, and trust between law enforcement and the community.
Mike’s Personal Background:
Born and raised in Philadelphia, Pennsylvania, Sheriff Chitwood comes from a family with a strong law enforcement tradition and describes himself as a second-generation police officer. He is the father of three adult daughters and a proud grandfather, and he has called Volusia County home since moving here to lead the Daytona Beach Police Department in 2006.

Cyrus Callum is the Director of Aviation and Economic Resources for Volusia County, Florida, which involves the strategic oversight and vision for the County’s Economic Development department and Daytona Beach International Airport (DAB). Cyrus was previously the Airport Director at the Orlando Executive Airport for the Greater Orlando Aviation Authority. He was responsible for the day-to-day operation of the Orlando Executive Airport as well as the strategic vision for all of the facilities and Commercial Properties. In addition to his role at Orlando Executive Airport, Cyrus has held a number of varying roles at the Greater Orlando Aviation Authority including management of the Authority’s Noise Abatement program, and special projects including the Authority’s compliance with the American’s with Disabilities Act. He has also served as Assistant Director, Airport Operations, overseeing Landside and Terminal Operations at the Orlando International Airport.
Cyrus began his 26 years of professional aviation experience in airport operations and security at the Denver International Airport. He then worked as an Operations and Facilities Analyst for Landrum & Brown where his primary client was the Chicago Department of Aviation. Cyrus worked as an Aviation Planning Consultant for Reynolds, Smith and Hills. He then worked at the Jacksonville Aviation Authority, where he held multiple positions in the Operations and Business Development departments.
Cyrus served as Chair on the American Association of Airport Executive’s Board of Examiners until May 2023. He served as an At-Large Examiner since 2012 before being appointed chair in May 2017.
